The BLTS program at the Defense Language Institute Foreign Language Center (DLIFLC) is an emerging distance learning program dedicated to delivering real time foreign language training to non-resident DoD linguists via broadband technologies.  Training is primarily intended for post-basic learners seeking to refresh, sustain or enhance their proficiency skills with the goal of reaching Interagency Language Roundtable Level 3 or higher.

 

New technologies allow DLIFLC to reach linguists in isolated/remote areas, or at home, and to build language learning communities of life-long learners.

 

BLTS courses use a combination of computer-assisted language-learning materials, virtual classroom tools, and Internet technologies to provide linguists with an interactive and collaborative learning environment.

 

Languages include Arabic (MSA and dialects), Chinese (Mandarin), French, German, Hebrew, Hindi, Italian, Korean, Pashto, Persian-Dari, Persian-Farsi, Portuguese (Brazilian), Russian, Serbian/Croatian, Spanish, Urdu, Vietnamese, and other languages upon request.

Virtual Classroom

The virtual environment resembles a conventional classroom in many ways, but it also offers enhanced platform tools which include:

 

• Multi-port audio and video conferencing

• Synchronized viewing of documents or small media

• An interactive whiteboard for handwriting, typing, drawing and importing images

• Easy access to the virtual classroom and 24/7 helpdesk

• Instant messaging, Chat (public or private) and Application Sharing in support of UTF-8 Unicode and right-to-left text display


Minimum System Requirements for participants

Windows

• Adobe® Flash® Player 10.1 or later for all users (hosts, presenters and participants)
• 1.4GHz Intel® Pentium® 4 or faster processor (or equivalent) for Microsoft® Windows® XP or Windows 7; 2GHz Pentium 4 or faster processor (or equivalent) for Windows Vista®
• Windows XP, Windows Vista, or Windows 7 (32-bit or 64-bit edition with 32-bit browser)
• 512MB of RAM (1GB recommended) for Windows XP or Windows 7; 1GB of RAM (2GB recommended) for Windows Vista
• Microsoft Internet Explorer 6 or later (32 bit only); Mozilla Firefox 3 or later; Google Chrome

Mac OS

Broadband Internet Access
High-speed hard-wire connection (Ethernet, cable modem).  VPN or wireless connections are not recommended, as these may cause connectivity problems.

Course Requirements

• To qualify for admission, learners should provide their most recent scores from the Defense Language Proficiency Test; or equivalent record of prior training in the language

• Although no prior distance learning experience is necessary, students should have solid computer and Internet skills such as: audio/video recording, simple graphics editing, foreign language word processing, emailing, social networking, etc.

• Regular class attendance, satisfactory completion of the asynchronous self-study component and homework assignments are required to earn a Certificate of Attendance

• Students are expected to complete a program evaluation survey at the end of the course.


Recommended Class Model

A typical BLTS course runs for 12 weeks, with 2-hour sessions scheduled once or twice a week.  When resources are available, the program may also include diagnostic assessment to guide lesson planning and follow-on study.
